From late 1960 or early 1961
This film appears to be the corollary to "6 1/2 Magic Hours" (http://archive.org/details/612Magic1958) and (http://archive.org/details/0606_6_12_Magic_Hours_03_44_37_00) which promoted jet travel to Europe from America. This film invites Europeans to come see America. Both films were produced around 1960 when non-stop transatlantic jet service became established.
A few clues to the date of this film:
02:20 - Radio City Music Hall is showing "World Of Suzie Wong" which premiered there on Nov 10, 1960.
03:05 - Pan-Am's Worldport Terminal at NY International Airport (now T3 at JFK) is shown. This opened on May 24, 1960 (closed May 24, 2013).
06:12 - Narrator says 34 presidents have lived in the White House. Eisenhower was the 34th president from Jan 1953 to Jan 20, 1961.
07:05 - The lady's rental car appears to be a 1961 Chevy Impala, available in October 1960.
So, it looks like the range Nov 1960 to Jan 1961 is the most likely time period this film was shot. My best guess would be a very late 1960 or very early 1961 release date.
